Class Trip Information

Organizing a bus school trip requires numerous tasks and is always a great challenge for teachers. Moreover, the rules for school trips can be different in this case. In the following article, we have compiled the most important information based on the regulations that came into force on January 1, 2018. The rules for school trips are regulated by Decree No. 27/2017. (X. 18.) of the Ministry of Human Resources on the safety of cross-border bus trips organized by educational institutions

What is the regulation on school bus trips about?

The decree regulating the organization and conduct of bus school trips set new directions from January 1, 2018. The Ministry of Human Resources' Decree No. 27/2017. (X. 18.) on the safety of cross-border bus trips organized by educational institutions was published in the October 18 issue of the Hungarian Gazette. The decree is intended to increase the safety of children during bus trips.

Which institutions does the legislation apply to?

The scope of the decree related to bus trips extends - regardless of the maintainer - to the following, as defined in Act CXC of 2011 on National Public Education:

  • educational institutions,
  • employees in teaching and directly supporting teaching and educational work,
  • hourly teachers,
  • those in non-teaching positions in educational institutions,
  • and the maintainers of educational institutions.

Rules for foreign school bus trips

The rules for school trips in 2019 still adhere to the decree that came into force in 2018. Accordingly, bus trips outside the territory of Hungary - especially foreign school or study trips - must be organized with the following conditions:

  • the bus transporting students and children cannot operate in international traffic between 23:00 and 04:00,
  • except if this prohibition cannot be maintained due to an unavoidable external cause - such as traffic congestion or traffic control authority measures.
  • the bus transporting students and children must meet the technical requirements set out in Section 112/A of Decree 6/1990. (IV. 12.) KöHÉM on the technical conditions for putting road vehicles into service and keeping them in service,
  • meaning it must have a digital tachograph and the age of the bus from the year of its first registration must not exceed 13 calendar years.
  • For school bus trips outside the territory of Hungary, contracts can only be made with service providers who undertake and prove with a document issued by a specialist doctor that they provide drivers who do not suffer from the disease specified in point 6.2.1.1 of point 6 of Annex 1 of Decree 13/1992. (VI. 26.) NM on determining the health suitability of road vehicle drivers (obstructive sleep apnea, i.e., sleep syndrome).

Rules for domestic school bus trips

Despite the regulations - in which children's safety plays a paramount role - bus school trips are a perfect choice for many. When organizing bus trips, it's worth proceeding carefully and selecting the service provider thoughtfully.

We know exactly that renting a bus for a school trip is neither a simple nor always a budget-friendly task, but it's never worth saving on quality (and thus safety).

Useful Information, Transportation Terms

Useful information, transport conditions
According to Council Regulation (EC) No 561/2006 of the European Union:

Driving times:

1 driver can spend 9 hours driving per day, which can be extended to 10 hours twice a week.

Working time can be 15 hours within a 24-hour period, provided that the driver was able to take a continuous 3-hour rest period within the 15-hour working time. If a continuous 3-hour rest period is not possible, the maximum working time can be 13 hours. (The driver can spend 13 hours on the road from departure to arrival)

1 driver can drive continuously for 4 and a half hours. After the driving time has elapsed, driving must be interrupted for at least 45 minutes. If the driver stops within 4 and a half hours and does not take the 45-minute break at once, a minimum 15-minute break followed by a minimum 30-minute break is required. Stops shorter than 15 minutes count as driving!

If the program does not allow compliance with the above rules, the participation of 2 drivers is necessary!

2 drivers can spend 21 hours continuously on the road, after which they are obliged to spend 9 hours of continuous rest at the accommodation. In this case, progress is continuous, the two drivers take turns driving, and technical breaks are scheduled according to the group's needs.

Transport conditions:

To order a bus and prepare price quotes, we need the following information:

  • Exact name and address of the client
  • Name and contact details of the contact person (email, phone)
  • Place and time of departure
  • Expected time of return
  • Exact address of the destination and detailed description of daily programs for multi-day trips

Orders can be placed in writing (email), which we consider accepted only with our written confirmation and only in this case do we undertake service obligations.

Information about charter services:

  • For our bus trips, we transport our passengers in air-conditioned buses. The buses undergo regular technical inspections and are equipped with ABS and retarders. Toilet facilities are not available on the vehicle!
  • Our buses follow predetermined routes and make stops (approximately every 2-3 hours for shorter trips and every 4 hours for longer trips, as conditions allow). Boarding and disembarking are only possible at predetermined locations.
  • We reserve the right to change the originally planned bus type due to changes in passenger numbers or technical reasons.
  • Each passenger is allowed to bring one suitcase and one hand luggage on the buses.
  • Unaccompanied luggage cannot be transported.
  • Smoking is prohibited on the buses!
  • Our company is not responsible for items or luggage left on the buses. Please be careful when disembarking!

Complaint Handling

Following the directive of the European Parliament, Act XXV of 2023 on complaints, public interest disclosures, and rules related to whistleblowing (hereinafter referred to as the Whistleblowing Act) was promulgated on May 25, 2023, making it mandatory for MR Reisen Ltd. (hereinafter referred to as the Company) to establish an internal whistleblowing system (hereinafter referred to as the Whistleblowing System).

The new law repealed the "old" law, which was Act CLXV of 2013 on complaints and public interest disclosures. The new Whistleblowing Act was necessary to fulfill the obligations under the relevant EU directive.

The legislation, on the one hand, imposes numerous obligations on employers, and on the other hand, provides an opportunity for employees and other partners of companies to take action against illegalities - such as irregularities and corruption.
